  • Afghanistan in the process of issuing electronic national IDs

Ministry of Communication and information Technology
(MCIT) is in the process of implementing electronic National
    Identification documents.
    I. Executive Summary:
Once again the MCIT takes a major development step in Afghanistan to introduce the modern system of
identification documents such as National ID card, Driving License and Vehicle registration.
This align with constitution of Islamic republic of Afghanistan, as the government is obliged to provide
every Afghan with appropriate identification documents which can serve as the national identity papers
    without the doubts of authenticity.
With the prevailing security and socio economic situation there’s a dire need for national identification
system which cannot be forged, stealth and portray the true national and demographic state of the
    country.
This identification system addresses all of the issues prevailing in the current system and also enable
the government institutions to gather on‐time data on security, social and economic issues; it should be
supported by such technologies that make it possible for the civil servants to provide best and feasible
solutions to the problems in hand. The current development in the telecommunications sector of
Afghanistan will provide the best infrastructure for such a huge nationally important project.
    .
    II. Scope of the project:
The scope of this project is to develop, procure, supply, train, install and maintain software applications
and equipment required for the establishment and maintenance of the information system platform for
the following modules such as resident work and ID card, driver license ID management, and vehicle
    registration.
    a. Resident Management & National ID
Afghanistan resident identification modules is to develop infrastructure which includes hardware,
network, ID card issuance system, and application software to process resident data registration,
resident management (notice of birth, death and change of residence) and voters’ list
    management.
Currently, the Afghanistan government does not have an integrated computerized resident
management and management of Voters’ List based on digital data; most of them are done manually.
    b. Acquisition of data for the National ID and Issuance of the ID
A database of entering the personal information of entire population to issue National Identity Card for
all of citizens of Afghanistan will be created. The database will include but not limited to photos,
fingerprints, iris, signatures and so on… according to the population registration law of the Islamic
    Republic of Afghanistan.
During the time frame of this NID project 15 million new ID Cards will be issued for the registered
    population of Afghanistan.
    c. Driver License (DL) system
The section of the project DL involves building an application program in order to implement data
registration, driver license basic (date of issuance, vehicle operation class changes, etc.). This system will
be fully integrated with the resident management and national ID platform.
    d. Vehicle Registration
The vehicle registration system is connected with the national ID and driver license and contains
Information such as vehicle owner, type, class, etc allows detailed system management. The vehicle
registration system will be used with the infrastructure, which is expected to increase system operation
    and work efficiency.
    e. Public Key Infrastructure (PKI)
The KPI system will be implemented with the following following requirements.
    • Confidentiality: Information security by encryption of transaction data.
    • Integrity: Prevent forgery and alteration of transaction data.
    • Authentication: User identification for data transaction.
    • Non‐repudiation: Reliability enhancement for Transaction by using electronic signature.
    • Access Control: Permit to access information only for selected receiver.
    f. Biometrics
The biometric solutions to be introduced involve the fingerprint and iris and the management of its
images and minutiae. The scope of work will includes but not limited to.
    • Registering and managing DB for high quality iris and fingerprint images.
    • Capturing high quality fingerprint and iris.
    • Extracting minutiae.
    • Matching algorithm for finding matching data quickly and accurately.
    • Building commonly shared information such as electronic resident registration card,
e‐passport issuance and biometrics data requested by other government agencies.
    • Fast access of biometrics information and resident personal information.
    III. Project timeline:
The project will be carried out in 3 phases:
    Phases Description
    Phase 1
    October 2010‐April 2011
‐Installation of main DB, PKI, Biometric and related equipment in National

Even Adobe Photoshop can't change me.

A line[Durrand line] of hatred that raised a wall between the two brothers -Hamid Karzai

For generations, the Hindus of India prayed for deliverance from "the venom of the cobra, the teeth of the tiger and the vengeance of the Afghan."

The men of Kábul and Khilj also went home; and whenever they were questioned about the Musulmáns of the Kohistán (the mountains), and how matters stood there, they said, "Don't call it Kohistán, but Afghánistán; for there is nothing there but Afgháns and disturbances." Thus it is clear that for this reason the people of the country call their home in their own language Afghánistán, and themselves Afgháns. The people of India call them Patán; but the reason for this is not known. But it occurs to me, that when, under the rule of Muhammadan sovereigns, Musulmáns first came to the city of Patná, and dwelt there, the people of India (for that reason) called them Patáns—but God knows!

Yeah i agree, i am excited too. An example, especially on the road, they are known for reckless driving, so issuing these id's (driver license, registration, etc) will help to improve it somewhat......what ever case it may be, its a needed development in those developed provinces

He did mention how its very easy to get in the car, drive, and not know a thing about driving, and still no one says a thing.

He also said that driver licenses are issued, but there arent any strict policies. Many of the drivers do not have licenses, and dont care to get it since no one says anything about it

Laghman has small schools for the village children. They do not have any pohantoons. Majority of these children, if given the chance, have to go to Jalalabad to further their education. However, since Laghman people are poor, many cannot afford to send their children.

                  Not really

A cousin of mine is a teacher at a school in Laghman, in my village. The school she teaches at just opened not even long ago. At first they only taught young boys, now girls are allowed. They only read/write in Pashto, they get their school materials from Jalalabad.

I will literally praise the person who makes a good high school or university in Laghman

Many afghans have already electronic national ID cards but they are of NADRA.

Can you believe the level of corruption in pakistan, foriegners are getting NICs through bribe.

Maseeda this is registration of mohajirs, while i have encountered dozens of afghans with pakistani NICs i.e they will be full pakistani citizens like me, one of them, who was businessman, told me that they do so by giving heavy bribe to NADRA officers.
