outkhel are actually from laghman. and they are immigrants. They left laghman and settled in Kabul.

Btw, many outkhels have intermarried with Muhammadzai and Barakzai in Kabul.

Ootkhils lives in outscrit of kabul city, they are original from Sorobi area(part of Kabul province)...they are know for being theft and robbers…. almost all highway robbers were ottkhil. Once governor of Jalalabad during late King time said when he was in office, a jirga of Oatkhail come to him and ask to give them a letter...he asked them what for...the Jirga said they are going to Mile Gul e Sokh in Mazar and would steal stuff...they need letter that in case they get caught the police will let them go.
