There is one big difference between Desis and Pashtuns when it comes to such behaviour. Punjabis and other Desis do stalking/harassment of girls/women in their own mohallah/villages as well as any where else. Pashtuns on the other hand are "ghairatmand", they wont do chairrchaarr with womenfolk of their own village but they think its o.k for them to do it any where else when no one relevant is watching and judging. His Pashto/Pashtunwali is confined to his own village. He does not feel bound by it when he is in some distant place. Thats why the staunch and most typical Pashtuns (particularly those from no-go-areas of FATA and FR) would be gentlemen in their villages but would rob and steal in neighboring areas. This trait (of not feeling bound by Pashto outside their native villages) was also shown by Pashtuns of Afghanistan when they migrated to Pakistan. Moreover Pashtun idea of honour is protecting and guarding the sanctity of vaginas of the women of their own family. He is not concerned with honour of other women, he is not chivalrous.

Its not only Pashtuns. You come here to Europe and see the way some of our fellow refugees behave and its just disgusting. Honestly speaking Westerners do it too.
