Not at all. Punjabis and Pakhtuns are not a homogeneous group and can differ greatly in looks from being very dark to very white.

Perhaps it matters more to Pashtuns but Punjabi isn't a 'racial' identity. Yes we have castes but 'Jatt' and Rajput' are not exclusively Punjabi castes, they're spread out across North India, and even they vary greatly. You can have white Rajputs like General Sharif, or dark ones like idk someone else.

Like I said, ethnicity barely means a thing, there are many Afghans who look super dark, that doesn't make them ethnically Indian. A Punjabi is a Punjabi only when he speaks it as his/her mother language. Race is a very antiquated thing to discuss.
