Yes it does make them different race, light skinned bengali will look more like Tajik then Sri Lankan.

Where r u getting this, they are not 20 30% Burmese. At best around 10%

1. Looks and complexion change over generations influenced by environment/climate. An Afghan/Persian/Turk/Mongol whose family had settled in a particular location will look different to his forefathers. Intermarriage is another factor of change.
