The only law that was broken here is that she was arrested. It is against the law to arrest a diplomat. A diplomat can be kicked out of the country but they can not be arrested.

US authorities are on an apologizing spree, who cares what they say, they broke an international law called diplomatic immunity. According to the Indian Embassy, she has nothing to do with the visa application. She is an employee of the embassy, all that falls on the embassy.
