An expresson of lament. "Way, way" is common in Pashto. "Ya wayli" and "Wa waylay" are expressions of lament in Arabic.

Way and wayl are related. It seems woe is from way.

Therefore woe be unto those who write the Scripture with their hands and then say, "This is from Allah," that they may purchase a small gain therewith. Woe unto them for that their hands have written, and woe unto them for that they earn thereby. (2:79)

According to the tafsir, wayl signifies severe punishment, while others say that Wayl is a valley in Hell.

Intresting to know, we say also "Vay", it means even "pain" in my language.
I know about some arabisms in armenian, but about Vay i didn't know.

wayran in Dari is used when referring to a structure that is destroyed or has collapsed. wayran shud --> collapsed.

I don't know whats a suffix so I cannot answer your second question.
