an educational system would be incomplete unless both are taught together. one is theory and the other, practice.

      Perhaps I expressed myself bad!
Lo lets change a bit the question.
Should knowledge be simply given by an educational system, or should knowledge be given related to moral qualities a pupil shows?

moral values get passed down by parents and interaction with society but with education of many subjects and life experience, one works out for oneself if to change those learned moral values or not.

Both. At most American Engineering schools, similar to the one I attend, students are required to generally take 10-12 'humanities' courses.

A line[Durrand line] of hatred that raised a wall between the two brothers -Hamid Karzai

For generations, the Hindus of India prayed for deliverance from "the venom of the cobra, the teeth of the tiger and the vengeance of the Afghan."

The men of Kábul and Khilj also went home; and whenever they were questioned about the Musulmáns of the Kohistán (the mountains), and how matters stood there, they said, "Don't call it Kohistán, but Afghánistán; for there is nothing there but Afgháns and disturbances." Thus it is clear that for this reason the people of the country call their home in their own language Afghánistán, and themselves Afgháns. The people of India call them Patán; but the reason for this is not known. But it occurs to me, that when, under the rule of Muhammadan sovereigns, Musulmáns first came to the city of Patná, and dwelt there, the people of India (for that reason) called them Patáns—but God knows!

Moral education can only be given by parents & madrasa, while technical education can only be received from educational systems like school and universities (not madrasas)

Morales are meant to be thought by parents.

Education is both the parents and schools priority IMO.

Both. Technical people need to understand social ethics.

Tech 1st and last. Morals are taught by your parents, grandparents, family, customs and religion. Trying to teach morals via 3 credit courses is just a ripoff.
