that chart is very old and doesn't reflect the recent tests and findings

The main reason why some people have colored hair and eyes in the region is because of the Indo Iranian and Scythian Ancestry. Certain groups in Punjab/North India also have ancestry from these areas but their DNA is more diluted with Ancestral Indian Dna, that's why they have less of those features compared to lets say Kalash or Pashtuns

Turks are white, but actually, despite Turks being overwhelmingly white, very very few, if any Turks are blonde hair and blue eyed.

You can say Turks are white people but predominantly with dark hair, or "Brunette" in majority with a gandumi minority. Ataturk was blonde, but like you can find millions of Turks with white skin, but less than 1% are actual blondes.
