No, this is not "Bacha Bazi".

Bacha Bazi is practiced if young boys wear women's clothes and dance.

Since the terminus "Bacha Bazi" is Farsi/Dari, it's cultural background is obvious, too.

In this way it is practiced in Masar, Logar and Kabul.

The young boy singing is just a young musician trying to make a living by singing at gatherings or small parties.
