Do north Indians languages sound Dravidian?

To outsiders, do northern Indians languages also sound Dravidian? like similar to Tamil for example?

All Indian languages including Sanskrit have Dravidian substratum, this clearly indicates Dravidians once existed in all of South Asia, almost probably to the Pashtun border lands

No, I can spot a clear difference between that Punjabi song and Tamil (I went over to BBC Tamil), but this maybe is because I already understand some Hindi. However, they both sound similar, especially with the retroflex consonants.
