The best you can describe them as Pathans or descendants of Afghans but not Pashtun. To be Pashtun you must speak Pashto and practice Pashtunwali. These people are raised with foreign languages and foreign cultures to which they are born and that's who they are.

Also they dont know what Pashtun is. They call themselves Pathans and Indians called anyone from Afghanistan region whether Tajik, Uzbek, Hazara, Turk, Pashtun...all Pathans. They cant and couldn't tell difference. For example Tajik Afghans tell Indians and Pakistanis that they are Pathans but in actuality they are not because they are not Pashtuns.

Like Soha Ali Khan family they are Turkic nawabs most likely Ghaznavis Ghorids or others. Turkic tribes also mixed with Pashtuns but they became Pashtuns by adopting the language and culture however these Turkic people that settled in India, children of Mamluks spoke Persian. They were never Pashto speakers thus not Pathans at all far from it. They might have the features but thats another story.

Feroz Khan, for example, born in india, but father is Tanoli, from Gardez (putative) has more genuine claim to Pashtun ancestry, but that doesn't matter, Zarine Khan has other assets that hijack the reasons to search her ethnicity.
