Best thing is to call them before and after lol, but if I had to pick 1 I'd say before cuz I'd personally appreciate someone thinkin bout my bday before hand rather than telling me after cuz that just looks like they forgot or cudnt take any time out!

But sgulab c'mon it's the 21st century there's sooo many forms of communication I'm sure there's a way of cintacting the person on the date no? Lol
