  • KP unhappy over post flood funding

The Awami National Party (ANP) leadership is annoyed and may launch an offensive against the federal government for ignoring Khyber-Pakhtunkhwa (KP) in the flood relief fundings.
“Our party will protest not only with the federal government but will also take up the issue in the parliament as the figures have been compiled in negation of ground realities,” a key ANP leader told The News. He accused PPP government of engineering misleading province-wise breakup of flood damages and required funds in the report of Asian Development Bank (ADB) and World Bank. This was all done technically and through favorite bureaucrats.
The ADB and the WB reports being submitted before the Brussels meeting of Friends of Democratic Pakistan (FoDP) state that the country suffered US$ 9-10 billion in the floods in the four provinces, AJK and Gilgit-Baltistan.
We have a strong case against the government and its hand picked bureaucrats for stating that our province suffered only Rs105 billion damages, a contradiction of on-ground reality as our province suffered over Rs210 billion (US $2.5b) as per UN estimates, Senior Vice President Haji Adeel confirmed when approached.
The ANP senator claimed that KP located at sea level height sustained damages, more than Sindh. “The figures, which I have obtained from the relevant quarters, provide an entirely different picture with Rs277 billion damage to Sindh and Rs105 billion to KP.”
Adeel maintained that the same report estimates Rs357 billion damage in Punjab, Rs63 billion in Balochistan, Rs7 billion in AJK and Rs6 billion in Gilgit-Baltistan. As there have been assessments in the last few months, the rehabilitation and reconstruction cost required for KP is higher than the low riparian Sindh.
The water flows in our provincial territory are speedier than Sindh and definitely it brings severe damages to the life and property as nearly 2000 people had died in KP alone, he claimed.
Adeel, former provincial finance minister, said that Centre is repeating the treatment meted out to the KP in sharing funds from Kerry-Lugar bill. This assistance was to mitigate losses occurred due to war on terror and every one knows KP is the worst hit.
As far as the funds allocation is concerned under the Kerry-Lugar bill, KP was promised 30% at the initial stage and the same figure was slashed to just 11% of the total funds, he explained.
The ANP senior vice president said he along with his party colleagues would protest with the federal government at political level. And KP government will raise the issue with the Centre over its technical knock out.
The senator said he talked to Chief Minister Amir Haider Hoti about the final figures compiled in the ADB-WB report and it was resolved that the Centre through its bureaucracy had played a game.
Such arrangements would never be tolerated, he said. To a question he denied that he was protesting against the ADB-WB for compiling such a report. They are not at fault but the federal government is responsible for engineered figures being presented before the FoDP, Adeel concluded.
