PESHAWAR: The government in Pakistan’s Khyber Pakhtunkhwa province is mulling over enacting a law to regulate postings, transfer and ad hoc appointment of teachers in elementary and secondary education department to ensure presence of teachers in the schools.
The high-ups of elementary and secondary education department have welcomed the law, saying it should have been promulgated earlier for streamlining the posting and transfer of teachers, particularly of primary schoolteachers across the province.
They urged the government to accelerate efforts for enacting the proposed law, envisaging a lot of benefits for students of primary schools. Under the new law, teachers would be confined to perform duty within the respective union council in which they have initially been appointed. It would help presence of teachers in primary schools, especially in rural areas.
The initial draft of the proposed law say: “On selection, the posting of a primary schoolteacher shall be made in a school, situated in his respective union council of domicile; save where circumstances do not permit such posting, shall be made in the adjacent union council; and shall be transferable intra union council.”
Official said that the proposed law would also authorise elementary and secondary education secretary to appoint subject specialists in grade 17 and secondary school teachers in grade 16 on ad hoc basis in the schools on need basis.
According to government policy, teachers of primary schools serving in the city areas are given some additional incentives, which are not provided in the rural areas. The attractive allowances prompted the teachers for posting in the city areas, no matter they were needed there or not, an official said.internews
