Whenever disease sticks out in a way it is easier to cope with, provided some good healer is available. Our country is under evil influence of some innumerable ‘evil stars’ so valid & robust actions alone can take it out therefrom. On the other hand the mind level of our political as well as religious leadership is so shallow that no one can think it of any worth to submit some doable suggestions to them. Nevertheless patriotism compels every sane mind to sort out some way out for healing the protracted injuries our homeland has been suffering from.
Pakistan Lawyers must respond to ‘wake up call. They must form a nationwide, Pakistan Lawyers Party (PLP) & lead the resolution, knocking door of the country. Honorable CJP, Iftkhar Chaudhry, may be announced as President, Itzaz Ahsan Chaudhry as PM, Imran Khan as FM of the country & Ijiaz Afzal Khan, the sitting honorable CJ of Peshawar High Court as Chief Justice of Pakistan.
Terrorism is our key concern of course. So I as a practicing lawyer can express plainly that those who are of the view that accused of terrorism can be punished by courts, are either naive or nasty, who in fact are seeking safe passage for them. The conviction chances for terrorists in courts are not more than one percent. And this is why Allah Almighty has provided altogether different line of attack while dealing with terrorism. How to curb terrorism Spot-Justice is the effective & realistic way out. Allah Almighty says in Holy Qur’an:
“Indeed, the penalty for those who wage war against Allah and His Messenger and strive upon earth [to cause] corruption is none but that they be killed or crucified or that their hands and feet be cut off from opposite sides or that they be exiled from the land. That is for them a disgrace in this world; and for them in the Hereafter is a great punishment, Except for those who return [repenting] before you apprehend them. And know that Allah is Forgiving and Merciful”. (Al Qur’an: 5.33-34). Here you see no stipulation of hard and fast rules of evidence.
To cut back sectarianism it must be noted that Al Qur’an is not an ordinary religious book, its Allah Almighty’s Final Testament bestowed to humanity through His Almighty Final Prophet, Mohammad PBUH. It’s the only source of Divine Wisdom, which hem in this life as well as hereafter. So it is impossible for any individual seminary Mullah to accomplish sound interpretation of the Divine Wisdom individually. A world body of world class Muslim scholars is ergo a must to avoid blunders we have been committing in interpretation. I appeal the same grand arrangement for the Holy Ahadit.
To rein in provincialism and unmanageability of the present four mammoth provinces the long due sure cure is to convert the original 22 divisions into 22 provinces and each province be given equal share in the federal divisible pool without further delay. By doing so the present unmanageable, divergent and irregular provinces shall become manageable, regular and convergent. And whatever progress that is going on would be distributed evenly and would cause no side effects instead. The over population, over congestion, over burdening and over crossing on four specific point; Karachi, Lahore Peshawar and Quetta shall be relaxed justly. And so it shall eliminate name game, blame game & ethnic tumult in the country, for each of the newly born province shall adopt her divisional name as a provincial name. By taking this radical step the negative effects of over congestion in the four present provincial headquarters, i.e. Karachi, Lahore, Quetta & Peshawar will be rescued.
It must be made possible to deal out the hit-and-miss territories into the three basic & systematic residential, agricultural and commercial areas in each province. And so each province shall have its own High Court & branch of Supreme Court at its provincial headquarter.
Thanks to dictators; Gen Zia & Gen Mushi that all kind of weaponry and drugs & sects of assortment are multiplying day by day. So all the weapons of all kinds whatsoever whether of prohibited bores or unprohibited bores must be ordered to be delivered to the respective police stations throughout the country on receiving a competent & legal receipt wherein all particulars of owner as well as the weapon have been entered. Robust hunt operations may be carried out against the safe shelters of the proclaimed offenders & other criminals ruthlessly. The number of proclaimed offenders is in thousands if not in lacks and committing crimes is very befitting profession for them by default.
To get rid of sectarianism all parties, outfits, which have been compose of any color, creed, castes, sect, region and ethnicity must be outlawed and be eliminated mercilessly.
To eliminate feudal power centers all agriculture holdings of the landlords, which are exceeding 25 acre per family be confiscated and distributed among the real peasants. And income of agriculture barons must be brought in the tax grid.
All the governmental or semi governmental schools, all the governmental or semi governmental seminaries and all the private or semi private schools must be converted into uniformed governmental schools, wherein common curriculum are to be taught up to metric level. And thereafter every student should be given the option to select special curriculum leading to medicine, engineering, law, Islamic Study, Computer Science and so forth. And the student who selects Islamic Study he may be awarded master decree after studding to master level as Islamic Scholar. And he alone would be entitled to be appointed as Imam in every Masjid (Mosque), who would be entitled to all those emoluments & perks what are given to doctors, engineers etc. And education ministry must be declared as a federal subject instead of provincial.
To cater for experience hands & brains in the parliament 50 % t seats must be reserved for various high qualified technocrats at federal as well as provincial level and they should also be elected through direct vote system.
To eliminate political oriented resistance against mega dam projects or exploration parliamentary committee comprised of equal number of technocrats representing all the 22 provinces to be may be formed and may be given the task to meet the objections if any and resolve them on merit.
To do away with the bulk of the corruption capital punishment is a must to be provided in the relevant laws against corruption. Chop-off the heads of all the MNAs, MPAs have been as such from 1970 to date in the first instance and confiscate all their assets, where inside or outside of the country and put off paying altogether all the foreign debts for the next 20 years.
The last but not the least, the population explosion is no less than collective-suicide. So this threat must be considered the prime monster after the terrorism in the country, known as Pakistan.
