| Peera oppurtunism is the name of bureaucracy and it is everywhere. The real issue is credibility and managing corruption. If Pashtunkhwa and Afghanistan can get the neccessary autonomy and breathing space they can rebuild. Granted there isn't going to be an industrial revolution but at least people will once again get used to governance and infrastructure (in some cases have it for the first time). |

| in afghanistan most of the pashtun populated areas were autonomous, most of the problems and disputes were solved through our own system pashtunwali. the police and army had no big role politics or running the country. now the british and the american are changing the titles of the previous warlords and druglords to be future rulers . the warlords can never run the country unless there will be a civil war. the british and the american will never support the patriotic afghans to run the country. either they will leave the country in bigger mess or they will extend their presence. |
