Northern Afghans hardly care about Islamic lifestyle. Many parents encourage their children to wear what they want to, to see whoever they want to, etcetera. So these dancing on cultural events is nothing surprising, though I doubt any Afghan father/brother (even Northerners) will ever approve of their daughter/sister touching bodies of strangers, and that also men.
