What is the punishment for a non-Muslim who disrespects (i.e. throws in the bin) the HolyQuran. Who enforce the punishment? Government/individuals/court?

As i quote for it surah mujadilah,Allah says in ayah : 8,

Wa yaquluna fee anfusehiem lowla yu azibu naAllahu bema naqul,hasbuhum jahanamu wa bi'salmaseer.

(they the disbelievers ) say among themselves, "Why does Allah not punish us for what we say?" Sufficient for them is Hell, which they will [enter to] burn, and wretched is the destination.

High achievement always takes place in the framework of high expectation.
