Just because you have some mullah sitting in the mosque in Peshawar does not mean that the same Mullah runs the Norway mosque. In fact, there are debates that occur within Muslim communities at the same mosque and Muslim clerics do not carry the power to excommunicate people. Additionally, if the community does castigate someone, it is more likely to be a radical these days than a clean shaven, suit wearing urologist.

Point 2: Where does the Jewish community in America or Europe congregate? Where do you find the Bhuddist community? Where do you find Zoroastrians that might have been affected by Iranian policies? Where very likely, a synogogue, a pagoda, and a temple respectively. If I want to learn about the local jewish community in the north east, my safest bet is to find the local synogogue and ask worshippers about resources. Here is an example of Norway's king visiting a combined Synogogue/Jewish cultural center to hear about how it is to be Jewish in Norway. Is that empowering radical orthodox rabbis you idiot?
