Is raw meat halal?

for example this is a lebanese meat dish which is eaten raw



or this very rare burger:

if its from a halal animal slaughtered in a halal way and theres no blood its halal. i like to eat it.

Food Rules from saudi arabia:

The law prohibits a Muslim from taking alcoholic drinks, eating raw meat or fish and it forbides the consumption of animals for meat such as pork and pretty much any animal other than chicken, lamb, beef or fish.
Food and cooking hygiene is definitely an important part of the Islamic law. Any land animal that is to be eaten must be properly slaughtered by a Muslim, Christian or Jew in accordance with religious practice.

Eating, drinking and smoking in public during the fasting hours of Ramadan will incur strict penalties that could range from the termination of one's work contract to deportation.
Table manners ( if you ever get invited to a Saudi's house )

  1. If the meal is on the floor, sit cross-legged or kneel on one knee.
  2. Eat only with the right hand as the left is considered unclean.
  3. Try a bit of everything that is served.
  4. Meals are generally served family-style.
  5. Honored guests are often offered the most prized pieces such as a sheep's head so be prepared.
  6. There is often more food than you can eat. Part of Saudi hospitality and generosity is to shower guests with abundance.
  7. There is little conversation during meals so that diners may relish the food.
