private firms investing is better than nothing because they actually care about making their money back and want to see projects completed. many large construction projects in a place like kabul are delayed, a building is half built and runs out of money waits a few months for the money to complete the project. what do you expect in a place like afghanistan? you are expecting western standards in a poor non western country.
and do you have evidence of afghans not being paid for their work in construction? these are big projects and the cost of labor is extremely low and affordable for a company that has a decent contract. if afghans aren't being paid, then you wouldn't have hundreds of afghan construction companies popping up like they are in afghanistan.
