Right, Afghanistan needs better management of water resources, experts of irrigation systems (much better than those from Western involved in Helmand Valley Project, because Helmand River caries lot of silt).
Most of all, Afghanistan should start making money on sharing water with Iran. According to agreement from 1973 Iran can use 26m3 water per second, for free. In reality Iran uses about 75% water from Helmand river, mainly by excessive expansion of their irrigation systems. Water has its price. Few years ago it was about 1 USD per 1 cubic meter (international water market).

yeah totally agree, unfortunately these are some of the reasons why our neighbours don't want a stable Afghanistan.

High achievement always takes place in the framework of high expectation.

I saw once on tv that they were doing something about it, in Khost they were making some canals also in Kandhar, it's not like the govermnet is doing nothing about it, but you are right this should be the priority and much more could be done. What I don't understand why Afghan peopel didn't restore all those canals after the Chengiz Khan, after the British war Afghan was stabel till the 70 is that difucult to restore canals that were build by peopel who didn't had electricity moder machines etc.?

here are some new phases of the project

Beware the Salafi Man, for he is the Devil's pawn. Alone among God's primates, he kills for sport or lust or greed. Yea, he will murder his brother to possess his brother's land. Let him not breed in great numbers, for he will make a desert of his home and yours. Shun him; drive him back into his jungle lair, for he is the harbinger of death.

Five years ago investing one's money in property like this would have tripped it with out any doubt but I am not sure about now. God knows when the chimpanzees would take over and start shooting at doors and walls randomly.
