Right, Afghanistan needs better management of water resources, experts of irrigation systems (much better than those from Western involved in Helmand Valley Project, because Helmand River caries lot of silt).
Most of all, Afghanistan should start making money on sharing water with Iran. According to agreement from 1973 Iran can use 26m3 water per second, for free. In reality Iran uses about 75% water from Helmand river, mainly by excessive expansion of their irrigation systems. Water has its price. Few years ago it was about 1 USD per 1 cubic meter (international water market).
